Smoke alarms

Facts about smoke alarms and smoke alarm ownership The Home Office draws upon four main sources for its statistical information:
Statistical returns from fire services (Home Office Statistical Bulletin) The British Crime Survey (BCS) Pre- and Post-Community Fire Safety (CFS) campaign research The Attitude and Behaviour Monitor (research carried out for NCFSC). From 1988 we have seen a steep increase in the percentage of households owning smoke alarms (8% in 1988). More recently, a survey for the Home Office in 1997 indicated that ownership was 79%, and the 1999 Attitude and Behaviour Monitor recently put that figure at 81%. Follow-up research is being carried out among the non-owners from this survey.
It should be noted that Home Office statistics based on returns from fire services report on those fires attended by them as an emergency. Any fires involving detectors where no emergency call was made to the service will not be recorded. Therefore figures reported may understate the effectiveness of fire alarms as it is unlikely that the fire services will be called if the detector is working correctly and an early-warning signal is given.
This information indicates an interesting number of points:
Of all dwelling fires (including malicious) attended by services, 13% were first discovered by a smoke alarm. This figure has increased from 5,000 in 1993 to 9,300 in 1998; Those without a smoke alarm (which discovered the fire) are four times more likely to die in a fire than those who own alarms; Where a fire was discovered by a smoke alarm there was less damage and a higher percentage (70%) of fires had been discovered in less than five minutes. (Where smoke alarms did not discover a fire only around half were discovered in under five minutes.) The apparently high level of smoke alarm ownership compared to 1988 disguises the fact that many of these alarms may not be working. In 1998 Home Office statistics show that in 28% of fires where an alarm was present, the alarm failed to operate. More than half these failures are due to missing or flat batteries. PIR detector

Other sources indicate that in a third of cases where the alarm failed, the batteries had been removed because the alarm "kept going off", indicating that they were located too close to the kitchen, but for many the battery had simply run out (37% of those surveyed). There is little evidence from research to support the claim that batteries were removed for use in another application; in fact technicians advise that the type of battery used in smoke alarms (the PP3) is not used in many other applications these days. The main exception to this is the wireless burglar alarm, which is commonly available.
There are currently no national figures for ownership by ethnic grouping, although research has been done by some services. Research does indicate that ownership seems to be lowest among older people (55+), the group found to be most at risk from injury by fire. Attitudinal responses were generally cited for non-ownership, e.g., "it will never happen to me because I don't smoke/don't have children", etc. gas detector

The 2000 British Crime Survey (to report in January 2001) will give valuable information to services on ownership across socio-economic groupings. Existing information indicates that those at highest risk from fire are in multi-ethnic, low income group areas, followed by areas of predominantly council estates with the worst hardship. This information will allow more accurate evaluation and targeting of future campaign activity.

US toymaker apologizes to China over flawed goods(09/24/07)

A senior executive of Mattel, the world's largest toymaker, apologized on Friday for damaging China's reputation after the company's recent massive recalls of made-in-China toys, admitting that most of the items were defective because of design instead of manufacturing flaws.

"Mattel takes full responsibility for these recalls and apologizes personally to you, the Chinese people and all of our customers," he said.
Mattel ordered three high-profile recalls in the past five weeks of about 21 million Chinese-made toys including Barbie doll accessories and toy cars because of concerns about lead paint and tiny magnets that could be swallowed.
"But it's important for everyone to understand that the vast majority of those products that we recalled were the result of a flaw in Mattel's design, not through a manufacturing flaw in Chinese manufacturers," Debrowski said.
A Mattel statement released after the meeting suggested that 17.4 million toys had been recalled because of loose magnets - a design flaw - and those recalled because of impermissible levels of lead numbered 2.2 million.
A research paper recently released by two Canadian business professors also showed that about 80 percent of the 550 toy recalls in the United States in recent years were because of design faults instead of manufacturing defects.
"Certainly, some of the problems were made in China, but our analysis on at least toy recalls suggests that the majority of the problems originated on the other side," CanWest News Service quoted University of Western Ontario business professor and report co-author Paul Beamish as saying.
"If we're going to point fingers, point them in the right direction."

"Mattel is committed to applying the highest standards of safety for its products. Consistent with this, Mattel's lead-related recalls were overly inclusive, including toys that may not have had lead in paint in excess of US standards," it said.

Li said he appreciated Mattel's objective and responsible attitude toward the recalls and its sincere attitude toward future development in China.
He said although Chinese manufacturers did not share the major responsibility, the government has still put toy safety high on agenda.
He revealed that more than 300 toy exporters had been banned from operating in a recent crackdown on unsafe toys. Four Chinese who were suspected of supplying fake paint to a Mattel contract toy factory in China are being held in criminal custody.

Mid-Autumn gifts resold online

Mid-autumn Festival is coming. As a Chinese custom relatives and friends have started to send moon cakes to others. Many companies also send moon cakes as gifts to their employees, partners and clients.

Dominant US take charge at Presidents Cup

Steve Stricker and Hunter Mahan led the way as Presidents Cup holders the United States dominated the opening foursomes to lead the Internationals by 5-1/2 points to a half in Montreal, Canada, this morning (Australian time).

Stricker and Mahan, in the first match out at an overcast Royal Montreal Golf Club, outclassed Australian duo Adam Scott and Geoff Ogilvy 3&2.

The Americans raced three up after five holes and, despite twice having their lead trimmed to one, sealed victory at the par-four 16th where Stricker rolled in an 11-foot birdie putt.

"We got off to a good start, got up early and played well down the stretch," a beaming Stricker told reporters.

In the final match, world number one Tiger Woods and Charles Howell III came back from one down after four holes to beat Internationals duo KJ Choi of South Korea and Australian left-hander Nick O'Hern 3&1.

Former major winners David Toms and Jim Furyk charged three ahead with a sparkling display before holding off a late fight-back by South African Ernie Els and Argentina's Angel Cabrera to win one up.

Following the Great Wall of China

Introduction
The famous Great Wall of China, which was built to keep the China’s horse-riding neighbors at bay, extends more than 2,000 kilometers across China, from Heilongjiang province by Korea to China’s westernmost province of Xinjiang. The wall that is so well known today is predominantly a product of the Ming Dynasty (1368-1644), though the building of fortified walls to protect territory along the northern frontier stretching from Manchuria to Central Asia is a practice whose roots go back to the Qin dynasty of the 3rd century BCE. This lesson will investigate the building of the Great Wall during the Ming Dynasty, and will utilize the story of the wall as a tool for introducing students to one period in the rich history of China.

Background
The Great Wall of China was not constructed as a single project. It is made up of numerous construction projects that were begun at different times, during different dynasties and in different locations. Most of the early sections of the construction fell into disrepair, or had even disappeared entirely, by the fourteenth century when the Ming Dynasty came to power. The wall as it known today is predominantly a product of the Ming Dynasty, which both repaired and rebuilt older sections, and expanded the reach of the structure. The Ming Dynasty structure can be seen from Hebei province to Gansu province. Beyond Gansu province the wall becomes a series of watchtowers that stretch into Xinjiang province and the Taklamakan desert.

The initial fortifications and the subsequent wall were both constructed to slow the advance of invading forces that depended on cavalry—mounted horsemen expert at using the bow and arrow. The initial constructions may have been designed at least as much in response to internal strife as to exterior threats. Imperial governments feared the possibility of disloyal Chinese bringing military technology or other kinds of information to the northern nomadic tribes. As a result, the construction of the wall was equal parts protection from outside invaders and an attempt to keep the Chinese in China.

The Great Wall represented one solution to imperial China’s most long term foreign policy problem. This problem rose from the need by China, as a sedentary, agricultural empire to respond to the invasions by nomadic, tribal peoples. Initially, this concern came to prominence with the rise of the Xiongnu (shyong-new) Empire, which was based in present-day Mongolia. In later centuries the Chinese would sustain attacks along the northern frontier from other peoples residing to the north. Some of these groups even succeeded in conquering China, such as the Mongols in the thirteenth century (ruling as the Yuan Dynasty 1279-1368), and the Manchus (ruling as the Qing Dynasty 1644-1911).

The initial fortifications were begun in the 3rd century BCE, during the Qin (pronounced Chin) Dynasty (221- 206 BCE). The fortifications begun during the Qin dynasty were augmented and expanded during the Han dynasty (202 BCE- 220 CE) that followed. The final, and most comprehensive, period of construction took place during the Ming Dynasty (1368-1644 CE). The Ming Dynasty extended and strengthened the Great Wall in response to the earlier successes of the Mongols. Early Ming rulers greatly feared the Mongols, whom they had toppled in 1368. This fear was not without foundation: one fifteenth-century Ming emperor was captured and held captive by the Mongols for a year.

The Ming Dynasty was overthrown by another people from beyond the northern frontier: the Manchus. Over a number of decades, the Manchus prepared for the conquest of China by learning the governing systems and skills of the Chinese empire. In 1644, Manchu leaders took advantage of an internal rebellion that destroyed the Ming, entering Chinese territory through one of the wall’s gates.
